June 18, 2019 - As part of $3 million revitalization and growth plan - including
the former Zeller's re-demise, addition of new national retailers and various improvements
– the 265,000 square foot Elgin Mall was rebranded Elgin Centre this past October.
With a continued focus to be a community gathering place and the objective to be
St. Thomas' and Elgin County's ‘Centre', the owners are very excited to announce
a proposed Holiday Inn Express Hotel development at Elgin Centre – the 1st phase
of a proposed mixed use development to include future residential, retail and office.
The $15 million proposed Holiday Inn Express development, with 95 rooms, swimming
pool, and approximately 1,500 – 2,000 square feet of meeting space, will be a benefit
to the City of St. Thomas and Elgin County and will contribute to Elgin Centre's
More and more shopping mall owners are attaching hotels to their shopping malls,
finding them to be productive fillers of space and perfect compliments. This will
further assist the mall to be an even greater benefit to the proposed hotel and
the hotel will be a benefit to the mall - as hotels and malls are a very logical
pairing. The synergies between the shops, the gym, the movie theatre, restaurants
at Elgin Centre and the proposed Holiday Inn Express hotel are many. The hotel will
provide shoppers to the mall while the mall provides amenities to hotel guests.
The proposed Holiday Inn Express at Elgin Centre will bring direct and collateral
economic benefits to St. Thomas and surrounding communities as jobs will be created
and there will be a boost to local dining, shopping & recreation. In addition, the
hotel will provide increased tax revenue to the city, will help to increase capital
investment, tourism-related development and promotion. The simple fact is that bringing
this hotel to the Railway City and Elgin County - home to great tourist attractions,
sporting events, social events and many local companies - will keep travelers here.
The proposed hotel, which will provide a major upgrade to Elgin Centre, will replace
an existing 16,000 square foot section of the mall (the westerly portion of the
former Zellers space), providing hotel guests with connectivity along an existing
walkway with easy access to the mall. A recently completed independent traffic study
shows that because the hotel will spring up out of the redevelopment of the existing
section of shopping centre space, the increase in trip generation is negligible
and will not have any noteworthy effect on the existing transportation network and
the 20-acre site. The proposed hotel is to break ground March/April 2020 and is
expected to be completed within approximately 14 months.
For over 40 years, Elgin Centre has been a place for the neighborhood to come together
and a hub for friends and family to shop, eat and socialize. Looking ahead, the
proposed Holiday Inn Express at Elgin Centre will bring new added life and energy
to the centre and community.
St. Thomas Economic Development CEO Sean Dyke said that "Our community has long

potential for the further growth of local tourism."
Elgin Centre continues to support local organizations, hosting various shows and
community events. The mall continues to strive to be a focal point for shopping
and community in the City of St. Thomas and Elgin County. They are proud of their

national retailers Giant Tiger, Dollarama and Ardene to the existing tenant mix,
the push continues as they continue to strive to add new stores, services and restaurants
