Prespa Public Meeting Set For March

1. Public Meeting Date: Zoning By-law Amendment - Prespa Construction Ltd. - 146-156 William Street. The public meeting for the proposed Prespa development of a 9-storey apartment building on William Street was set last night, January 25th, at the Central Elgin Council meeting and will be held at the Port Stanley Arena on Tuesday, March 1st, 2016 at 7:00 p.m. Mayor Marr expressed Council's hope that, with this meeting being on a Tuesday evening, there will be a large turnout of the public to express their opinions and desires regarding this proposed project.


1. ChildCan Cold Water Dip: Anita Shaw from ChildCan (The Childhood Cancer Research Association) and Glen Golem from the Port Stanley Fire Rescue Employee Association, were in attendance to discuss a cold water dip fundraising event planned for April 2016 at Little Beach. Glen Golem informed council that at this event last year they raised over $18,000. Anita Shaw informed council that ChildCan receives no government funding, grants, or funding from other cancer or hospital organizations or foundations. ChildCan is funded entirely through corporate and private donations and fundraising efforts like this cold water dip.

This year the event is planned for Saturday, April 2nd, 2016, again at Little Beach. Council had no objection to the event subject to the provision of $5 million liability insurance and approval of the location by Physical Services (Lloyd Perrin).

2. Building Permit Fee Review: Glen Tunnock of Tunnock Consulting Ltd. was in attendance to present "Municipality of Central Elgin Building Permit Fee Review". Central Elgin's building permit fees were last reviewed in 2006. Mr. Tunnock presented his recommendations and reasons for them but there will have to be a public meeting on this before Council can implement new fees.

Tunnock said that prior legal changes meant that municipalities could no longer use building permit fees as a slush fund for other municipal costs, and that fees must now be set to recover the costs of the services provided by the building department, including conducting the inspections. The average single family home requires 10 to 15 inspections over the course of construction. The building permit fees must also incorporate the additional 10% cost of the fee stabilization fund. The fees in Central Elgin have not been adjusted since 2006 and Tunnock recommends that, in future, Central Elgin do an annual increase of its building permit fees based on the Consumer Price Index.

Council received this report as information and directed the CBO (Leon Bach) and CAO (Don Leitch) to prepare a report on it and bring it back to Council.

Correspondence (Action)

1. OSUM Conference - 2016: Correspondence received from Town of Goderich advising of 63rd Annual Ontario Small Urban Municipalities (OSUM) 2016 Conference being held May 4th to 5th, 2016. Council approved council members and staff attending this conference as per CE policy. Mayor Marr recommended reviewing the agenda first to see if there was anything worth going to it for.

2. Kettle Creek Conservation Authority - 2016 Levy: Notice of Meeting for Kettle Creek Conservation Authority 2016 Levy Approval - February 17, 2016

Council approved the Central Elgin 2016 levy of $64,277.70. This will be approved at a meeting for this purpose to be held at 10:00 a.m on February 17, 2016 at the KCCA office at 44015 Ferguson Line, St. Thomas.

  • Collectively received as information and filed, with no comments or discussion by Council.
  • 1. Stewardship Ontario: Correspondence received from Stewardship Ontario respecting "Industry funding for Municipal Blue Box Recycling for the third quarter of the 2015 Program Year".
  • 2. Master Fire Plan Committee: Copy of minutes from Master Fire Plan Committee Meeting dated October 26, 2015. Fire Master Plan Status Update (Methodology): Consultants updated the Committee on the status of the Fire Master Plan. To date, the consultants have met with Port Stanley and Belmont fire stations. They have also interviewed and spoke with all Council members, and senior members of staff. Interviews must still be completed at Union and Yarmouth stations. Port Stanley Station: Consultants informed the Committee that they have concerns with the condition of the Port Stanley Station, and that the Station in need of an upgrade. They indicated that the location of the station is not suitable unless a major addition is made. Furthermore, the Consultants determined that based on where volunteer firefighters live, a new station should remain near Port Stanley. Location Options: The Consultants led the Committee through the pros and cons of various locations for a new fire station in Port Stanley. The consultants will return in a month with the draft plan. Committee Members: Mayor David Marr, Deputy Mayor Martyn; Councillor Dennis Crevits (Chair), Councillor Steve Carr.
  • 3. Port Stanley BIA Board of Management: Copy of minutes from BIA Board of Management Meeting dated December 9, 2015.
  • 4. Physician Recruitment: Correspondence received from the Township of Carling respecting Physician Recruitment.
  • 5. County of Elgin Highlights: Copy of County Council Highlights dated January 12, 2016. Budget Efficiencies: Elgin County has achieved $2.4 million in efficiencies over the last six budget cycles and staff continues to find $400,000 a year in efficiencies. It is anticipated that a $1 million in surplus will be achieved in both the 2015 operating and capital budgets. The Ontario Community Infrastructure Fund (OCIF) will provide Elgin County with $2 million for the Dexter Line realignment project, and $1.35 million for the Miller Road project is currently pending approval. A shared services agreement with the City of St. Thomas will see savings grow to $0.4 million in 2016. A settlement of $1.2 million for the waste water treatment plant at Elgin Manor was $0.2 million better than expected and the addition of an in-house solicitor is estimated to provide over $100,000 in savings across the County. Big ticket items for 2016 include the redevelopment of Terrace Lodge at a cost of $29.7 million plus interest, lease payments for the expanded Belmont Library at a cost of $8,400 annually, commitment of $525,000 over five years to the SWIFT broadband project, $1.0 million over ten years for the Community Improvement Plan, $40,000 annually for the Elgin Clean Water Program, and potential costs stemming from enhancements to Bayham ambulance response times. Tax increase: Draft figures indicate an approximate increase of 4% on the average Elgin County home, subject to final approval in March.


CAO 03-16: Ad Hoc Committee for Trails Master Plan: Council established an ad hoc committee to oversee the development of a Ten Year Trails Master Plan, consisting of Councillors Crevits, Roberts and Carr.

CAO 04-16: Listing and Designation under the Ontario Heritage Act: Received as information by council with Deputy Mayor Sally Martyn noting an application for the designation of the D.O.C. has been made. Mayor Marr suggested all members of council get familiar with the processes involved in listing and designation a property.

CAO 05-16: End of Year Building Report - 2015: This report was received as information by Council with some minor discussion on changes in the number of permits issued and the total dollar value of all permits issued.

CAO 06-16: Draft Strategic Plan Goals and Initiatives: Council directed staff to engage the public on the proposed strategic plan goals and initiatives. "At the January 11th, 2016 Regular Meeting of Council" [this does not show up in the agenda for that meeting, nor in my notes on it, nor in my memory of it at any point during the Open Session of that council meeting], "Council re-evaluated and refined these goals as follows":

Short Term Goals:

  • Continue to investigate opportunities to acquire property for select sports field
  • Maintain spending at a level that is equal to or less than the rise in tax income collected due to increased assessments
  • Strengthen working partnerships between Central Elgin and surrounding areas
  • Develop parkland and trails through the development of a ten year Trails Master Plan

Long Term Goals:

  • Develop an overarching design concept for the development of the harbour lands to guide the Municipality through the transformation of the lands following their remediation
  • Promote tourism and business development
  • Develop Hofhuis Park by 2017 as Central Elgin's primary Canada Sesquicentennial Project
  • Evaluate and assess operations in respect to equipment and staffing
  • Keep taxes sustainable and seek out opportunities and efficiencies
  • Continue working to reduce Central Elgin's environmental footprint in terms of waste, energy use, and greenhouse gas emissions

PW 06-16: Elgin-St. Thomas Healthy Kids Community Challenge - Community Ice Rink: Council has no objection to the installation of community ice rinks on municipal property provided proper lighting is installed at no additional cost to the municipality.

PW 07-16: Harbour Land Remediation Material Testing: Council awarded the contract for the sampling and testing of fill material to be utilized in Port Stanley Harbour remediation to ensure conformity to O. Reg 153/ 04 to Arcadis in the amount of $19,645.00 exclusive of HST.

... the municipality has been working with Transport Canada in an effort to have the harbour lands remediated to a "park land" standard. The initial phase of this work is to remediate the two areas that have "free" product contamination. The two contaminated areas that have PAH floating on the water table will be excavated and the material taken to an approved disposal facility off site. The excavated areas will then be filled with clean material. In an effort to facilitate the "dig and dump" method of remediation of the two areas (West Pier by Dominion of Canada Building and former PUC Building site at end of Main St.) the municipality committed to providing clean fill material. The material to be utilized is excess material that resulted from the reconstruction of Brouwers Line. This material is clean clay that was realized from a large cut to facilitate a better road grade. Transport Canada has agreed to absorb the trucking costs if the material is provided by the municipality at no cost ...

FS 01-16: Monthly Alarm Activities Report: Received by Council as information Chief Crocker explained that the increase in incidents is because they have moved to multi-station responses and each station is counted as a separate response.
