Food waste, yard waste, recycle cans, bottles, paper, it's such a mess.

I'd like to address just one point in detail: Yard waste. I'll define it as small limbs, bush parts, leaves, trimmings from plantings and such. To have one month in the spring and one in the fall with weekly pick-up is fine but not enough. The warm months in between should have biweekly or monthly pickups. Namely May to October. We don't need it every week all year.

Secondly, are we going to load this stuff on a truck, maybe crush it and dump it somewhere? What a waste of waste. Right at curbside we should toss it into a chipper. Then much of that can be dumped (perhaps at the old sewage treatment area). Twice a year a front loader could mix it up. In two years this is going to be great mulch for civic and private use. A boon to landscapers, municipal plantings and personal gardening. A negative becomes a positive. A liability becomes an asset.
