The second annual Employer One Survey ran from January 2-31, 2014. The survey collects
information from employers on a range of labour issues including turnover, recruitment
methods, plans to hire, skills and education requirements. The survey was conducted
by the Elgin Middlesex Oxford Workforce Planning and Development Board in partnership
Elgin County Economic Development and 28 other organizations.
This year 155 employers completed the survey while an additional 109 employers provided
some responses but did not complete the full survey.
Employers who responded to the survey mirrored the industrial composition of the
London Economic Region (incl. Elgin, Middlesex and Oxford counties). Employers at
all stages of the business cycle were represented with the vast majority of responses
coming from businesses that were in either the 'Established' (74%) or 'Growth'(22%)
Employers responding indicated that their current workforce was primarily permanent
full-time (81.4%) or permanent part-time (11.2%). The demographic breakdown of workers
showed 9.8% were under 25 years and 1.4% were 65 years and older. Many employers
were able to support training for their current workforce by funding it completely
or partially. Employers also offered flexibility to employees in order for them
to attend training and skills upgrading.
Looking forward, a large majority of employers responded that they will be looking
to hire over the next 12 months. Expansion or restructuring accounted for almost
half of all planned hires and retirement accounted for about 20%. Production and
service workers were the largest number of planned new hires followed by professionals.
According to survey results, employers continue to use informal networks/word-of-mouth
as their primary method of recruitment followed by online job boards and the company's
own website. In terms of areas of recruitment, employers were looking to fill 80%
of positions from within the London Economic Region, 14% within the province and
the remaining 6% nationally and internationally.
Survey respondents indicated a generally stable core workforce, as well as, plans
to grow. Barriers that continue to hamper employers are awareness of training support
programs for their current workforce or applicants for employment not meeting the
skills, experience or personal attributes required.
There continues to be a number of hard-to-fill positions for employers. Survey respondents
identified a wide range of positions they had difficulty filling which included:
early childhood educators, registered nurses, truck drivers, tourism related positions
and occupations in the health care field.
